US to devise detailed immigration reform this year

Aaron Schok, member, US Congress is in India. He spoke to CNBC-TV18's Rituparna Bhuyan about the issues that are hampering a free trade agreement between India and the United States.

The US congressman also spoke about the visa woes of Indian IT companies, and said that 2013 will see some action on comprehensive immigration reforms.

Q: Are you taking steps to contribute to India's need for liquid natural gas?

A: We know that India is making progress on building the infrastructure to be able to import liquid natural gas (LNG). So, as Americans, we want to make sure that's American liquid natural gas. What we have to do in Congress is pass a special provision that allows us to sell this commodity to a non-free trade agreement partner.

My preference would be a free trade agreement (FTA) with India but that requires many more steps and a longer process. We know the energy challenge for India is a more urgent matter and our hope is that we can resolve LNG sales even before a FTA.

Q: What are the roadblocks to having a FTA with India?

A: We have to eliminate a protectionist view in India. You can't have in India provisions for all Indian government contracts as it currently stands. You limit companies like IBM, Cisco, GM from competing for government contracts here. We can't have that.

Q: From the Indian side there are concerns on the visa regime. Do we expect any changes to that? Is anything being worked out by the US law makers on that front?

A: This is a hot topic. 2013 will be the year when hopefully we see some action on comprehensive immigration reforms. What people have to understand is that immigration reform is not going to happen piecemeal.

Its going to have to happen as a comprehensive package and so the high-tech visas, the graduate degree visas will be a component of immigration reform.

There is a gang of six or eight senators in the Senate, a bipartisan group in the house who are working on the immigration reform package and so it is at the front of minds of the legislators in DC.
